Singapore, South Korea Sign Open-Skies Agreement

SINGAPORE—The governments of Singapore and South Korea have signed an expanded air services agreement that allows airlines from both countries to operate an unrestricted number of passenger and cargo flights between the two nations. The Nov. 23 pact also permits the carriers to fly to a third.
